Repro steps, starting with a clean debian 6 vm (probably would work on any
other platform as well)
wget http://apt.puppetlabs.com/puppetlabs-release-devel_1.0-2_all.deb
dpkg -i ./puppetlabs-release-devel_1.0-2_all.deb
apt-get update
apt-get install puppetmaster
echo "notify {'hi':}" > test.pp
puppet apply ./test.pp
output:
Error: Removing mount files: /etc/puppet/files does not exist or is not a
directory
hi
/Stage[main]//Notify[hi]/message: defined 'message' as 'hi'
