Bug #15100: Puppet Module subcommand doesn't download locally unless --force is
specified.

###Overview
"puppet module install somemodule.tar.gz" still downloads the module from
forge.puppetlabs.com. Using the --force option seems to install it from the
local instance. This specifically is an issue where networking prohibits
downloading from the forge directly.
###Example
root@master:/var/tmp/puppet-module-tarballs# puppet module install
/var/tmp/puppet-module-tarballs/puppetlabs-vcenter-0.1.0.tar.gz
Preparing to install into /etc/puppetlabs/puppet/modules ...
Downloading from http://forge.puppetlabs.com ...
Installing -- do not interrupt ...
/etc/puppetlabs/puppet/modules
└── puppetlabs-vcenter (v0.1.0)
When --force was added:
root@master:/var/tmp/puppet-module-tarballs# puppet module install
puppetlabs-vcenter-0.1.0.tar.gz --force
Preparing to install into /etc/puppetlabs/puppet/modules ...
Installing -- do not interrupt ...
/etc/puppetlabs/puppet/modules
└── puppetlabs-vcenter (v0.1.0)
While I didn’t test this without networking to ensure that it wasn’t still
grabbing it from the forge, the absence of the “Downloading from
http://forge.puppetlabs.com …” line leads me to believe that it was local.
