Issue #12591 has been updated by Matthaus Litteken. Status changed from Needs Decision to Closed Target version set to 2.7.18
This should be resolved (as of #15079). We are still managing *.log in /var/log/puppet, but we only have one logrotate declaration, so there won't be any conflicts.
