After discussion with Nigel and Carl, it seems like the right thing to do is to get rid of support for allowing sections in the config file to map to "run modes"; this also lines up with the goal of getting rid of run mode. The only sections that would be allowed in puppet.conf would be "main" (possibly renamed to "global"), "ca", and "master".
