Currently there is no way to reject a CSR. The only way to remove the CSR from
the list of certs waiting to be signed is to 'clean' the certificate using
either the 'puppet cert clean' command or issuing a DELETE to
/certificate_status/{certname}. However, the agent itself keeps waiting for a
signed certificate even though it will never receive one.
