I want an environments.conf file, but UX should have a big say here.

I think it's relatively uncontroversial that it's a pretty crap situation to 
have `[agent]` `[master]` and `[environment]` sections in puppet.conf. 

One of these things is not like the others :)

It's possible that an `[environments]` section with sub-sections would work 
too, but I think it's different enough that it should be in another location.

There's a confusing overload between the config stanzas in puppet.conf, some of 
which are used for run-mode-specific configuration and others for environments.
