pid = Process.create(:command_line => "\"#{puppet}\" agent --onetime
#{args}").process_id
regularly using the configuration interval time to sleep in between.
This prevents using the --listen=true configuration when Puppet is started as a
Service on Windows.
I didn't see any indication of this limitation in the documentation.
