A Puppet Enterprise user is selectively applying a class from one of their 
manifests by specifying a tag with the same name as the class for the Puppet 
run.

However, the class contains a require => metaparameter, the required resource 
is outside of the class and the Puppet run always completes without any errors 
(as the require => metaparameter is ignored). The user would like to have a 
warning in the output of the Puppet run where they are told if any resources 
outside of the class are skipped when tags are specified for a Puppet run.
