Be mindful that the master doesn't work on windows - so only development cases would find the module tool useful on Windows. Anyway - this is linked directly to #15841 which I'm trying to fix right now. Just to be clear though, this won't make it work straight away but I'm guessing having tar work on Windows is the bulk of the effort. We'll need to think through how to make tar a prereq for this on windows. I've played around a little with some possible tar implementations on windows, but have yet to get any working. Until then, I've marked the module tool tests as failing on windows.
