Issue #15386 has been updated by Ryan Coleman.
The documentation for this action states that it accepts a path as an argument, not a module name -- verified, though I get inconsistent results on what it will actually report back about changes. I'll bring this ticket up with the team for bug fix and refactoring discussion.
