In #2892, Daniel added a cool new JSON catalog terminus that has some good
performance upside.
But that patch doesn't provide a way to configure the agent to actually use it.
This should be an exposed setting on the agent, with a default to json in
3.0.0. (YAML still needs to be selectable, but probably deprecated, because
people may have tools that use the local cache directly)
