Issue #16246 has been updated by Josh Cooper.

@erik, yeah, I realized that soon after posting. I didn't notice this issue 
earlier, because I always using single backslashes in single quotes, unless I 
need to interpolate the string in which case, double backslashes are required. 
Is there anything preventing you from using single backslashes? Or is it just a 
it-doesnt-work-as-advertised thing?

Double backslashes in single quoted strings should be interpreted as single 
backslashes but aren't.

The following manifest:
    notice('foo\\bar')

Gives:
    notice: Scope(Class[main]): foo\\bar

This is not the behavior described at
