Downloading the module as a tar.gz, i see it contains a symbolic link in 
puppetlabs-apache-0.4.0/spec/fixtures/modules:
apache -> /Users/hunner/Documents/work/git/puppetlabs-apache

This also affects the ability to install the module via puppet module-tool.

puppet module install puppetlabs-apache
Preparing to install into /etc/puppet/modules ...
Downloading from http://forge.puppetlabs.com ...
Installing -- do not interrupt ...
Error: No such file or directory - 
/etc/puppet/modules/apache/spec/fixtures/modules/apache
