The doc application uses the option --mode (-m) to control if the format is 
text, pdf, or rdoc. This is not so great because "mode" is an odd term to use 
for a text format, it clashes with the name 'mode' for file mode (which can be 
set for files being created), and --run_mode (see issue #16189).

Although it does not clash with anything technically, it would be better from a 
usability standpoint if it was changed. (3.x seems a good target candidate).
