Issue #16467 has been updated by Garrett Honeycutt.

Agreed that magic facts that cannot be determined on the command line seem like 
a major design flaw. Since Puppet already relies on Facter (though Facter not 
on Puppet), can we create Facter facts, as Jeff recommended, for `clientcert` 
and `clientversion` and remove them from the Puppet code base?

Since we distinguish between certname and fqdn, we should have a fact for 
certname.
