Yes, plus 1'ing doesn't do much, but I can confirm I'm having this issue on 
3.0.0rc8:
`Error: Unable to find launchd plist for job: 
/System/Library/LaunchDaemons/bootps.plist
Error: 
/Stage[main]/Macnetboot/Service[/System/Library/LaunchDaemons/bootps.plist]/ensure:
 change from absent to running failed: Unable to find launchd plist for job: 
/System/Library/LaunchDaemons/bootps.plist`

I can't actually recall the last time I verified it was working, but it *was* 
at some point in the past.

Currently it's not, though, at least with puppet 2.7.18 on OS X 10.8.1.

Debug output shows a trigger of a refresh, but no execs are ever run:
