While we've never published official policies for the repository, ala EPEL, we did send out notices about the move to Puppet 3.0.0 (latest production) more than once. So that policy, was documented. I realize not everybody read it. There was also some twitter activity about this happening. As Haus said, "The Puppet Labs repositories will always be the place to get the latest software from Puppet Labs". We could put more information either on the wiki or in the README file, but I don't know if that would have helped the situation too much. There is at least one other alternative proposal, which is to use different repositories for incompatible releases. Whatever we decide on, yum install puppet should be safe for the end user.
