Yes, the machine in domain joined. The target user, Administrator, is a built-in local user. I was running the puppet apply commands as my user, which is a domain user that's also a member of the local Administrators group. I created a new local user "LocalAdmin", added it to the local Administrators group, and re-ran my test manifests as that user. To my surprise, it was much faster. See attached updated output.
