Nevermind, I just realized that /etc/yum.conf has the global YUM configuration, not the repository-specific configuration that the yumrepos resource manages. I will just manage /etc/yum.conf as a file resource. This requires adding an installonlypkgs parameter to my repository definition, which I am managing with the yumrepos resource. However, yumrepos does not currently support the installonlypkgs parameter.
