Andy, I've reviewed this. If there's gonna be a 3.0.2, I think it makes sense 
to drop it in there; the pull request is currently targeted at master. 

Once a decision is made about releases, this ticket is a simple 
rebase-merge-and-close.

`cron { 'foo':
 ensure => present,
 command => '/etc/init.d/foo restart',  
 user => 'root',
 minute => '*/1440',
 target => '/etc/cron.d/foo',
}`

This should create the file '/etc/cron.d/foo'. In the yml report there's 
written that puppet has created the file, but it isn't there.
