Sure.  My other ticket is #12833 if you want to reference it.  This shouldn't 
be difficult - in fact, my refactor will handle it so long as you give it a UID 
< 500 regardless of whether you set system => true or fales (which should be 
fixed)

We should support system_users (uid < 500) on OS X just like we do on other 
platforms.

This should be a relatively simple feature to add.

Adding the usual suspects as watchers, Gary can you make sure this ticket is 
blocked on the one for your OS X refactor work?
