Eric, there doesn't seem to have been a decisive conclusion to the thread on 
puppet-dev. My inclination is that data-binding + parameter defaults is really 
the correct way to solve this and so we should reject this, but I'm going to 
leave that final decision to you.

Hello,

In Puppet 3 the hiera-puppet backend seems not to have been implemented.

There is already a discussion about this on the dev list :

I feel really strongly that a hiera integration, without this backend, severely 
handicaps the usefulness of hiera by not being able to define defaults within 
the module via the same lookup system used to override variables.
