Issue #17862 has been updated by Robert Pearce.

My particular use case is an admin accidentally installing puppet on a node 
that isn't intended to be managed, but anything that results in certs being 
requested which are not desired would fit this use case (e.g: a hacked 
non-managed node, human error, etc)

After all, if you can be confident enough that requests won't come from nodes 
you don't expect, you may as well use auto-signing, right ?

It would be helpful if a "puppet cert ignore <fqdn>" existed to ignore a 
signing request from a node. (This avoids needing to manually remove the file 
on disk, by default in /var/lib/puppet/ssl/ca/requests/<fqdn>).
