Using this simple example: (via 
<https://github.com/hunner/puppet-collector_test>)

`init.pp`
    class collector_test {
      notify { 'foo': }
      include collector_test::override
    }

`override.pp`
    class collector_test::override {
      Notify <| title == 'foo' |> {
        message => 'bar',
      }
    }

I would expect a notify resource to be created.

Instead, because of 
<https://github.com/puppetlabs/puppet/blob/master/lib/puppet/parser/resource.rb#L139>
 calls `child_of?` with an argument, but `child_of?` is overridden by 
collectors at 
<https://github.com/puppetlabs/puppet/blob/master/lib/puppet/parser/collector.rb#L35>
 an error is thrown: `ArgumentError: wrong number of arguments (1 for 0) on 
node xxx`

This apparently has been around for 3 years+
