Arch Linux recently made the transition from sysvinit to systemd. As such, 
Puppet's default provider for the `service` type should be `systemd` on Arch 
Linux.

There's two issues with the current version of Puppet available in Arch's AUR 
(3.0.1 as of this writing):

1. If no provider is specified, Puppet currently uses `init` as provider, which 
is wrong.
2. If the `systemd` provider is explicitly specified, Puppet will complain that 
it is not functional, because it is looking for `/bin/systemctl` whereas it is 
at `/usr/bin/systemctl` under Arch.
