Issue #16164 has been updated by Chris Barker.

We had to retool out auto build process of the Apple packages (they are not 
manually generated) so they could first be built as flat packages, which will 
then allow them to be signed.

Bug #15708 is waiting on a pull request that will enable flat package building 
and signing if indicated at the run time, so signed packages should be coming 
shortly after that.

Apple introduced Gatekeeper in 10.8 and now allows developers to sign their 
packages

  We should be signing our OS X packages to be compliant with 10.8.
