Alex, I think this should work on AIX since I chose to leave the group unmanaged if the wanted group doesn't exist and puppet isn't going to try making the user/group. This differs from how the owner is managed, which would try to set it to 'root' in this scenario. If the group is explicitly set to 'root', then it will try to set it to 'root', but none of the default permissions try to do that.
