When puppet creates any nagios specific files, it creates them with mode 600 
and owner and group both set to root.  This renders the files unreadable by 
nagios which kind of defeats the purpose of having native nagios resources.  

Creating these files with mode 644 would be perfectly reasonable, however, it 
might be worthwhile to allow owner, group and mode to be set in the same way as 
a file resource if it's not too complicated.
