Issue #11676 has been updated by Stefan Schulte.

The useradd provider implements the `manages_expiry` feature but it is 
currently not possible to define a value to remove the expiry. The fix in 
#11675 introduces a new value of `:absent` as an expiry date and the useradd 
provider can interpret the value to run the correct `usermod` command.

Being able to specify that a user does not expire would be helpful.
