Use of puppet node deactivate can be somewhat confusing, for example, if you 
forget that it needs fqdn and use hostname, it will currently add that node 
then deactivate it, silently.

Better behavior would be first check if the node name as supplied is valid. If 
not, see if it matches when domain is added to make hostname an fqdn, and then 
finally, issue a warning or error out, with perhaps a --force flag to make it 
do current behavior of adding then deactivating the non-existent node.
