User creation fails when group already exists with the same name as the new
user and no group is given to provider

Steps to reproduce:

root@linux3 [/root]
# puppet resource group testuser ensure=present
Notice: /Group[testuser]/ensure: created
group { 'testuser':
  ensure => 'present',
}

root@linux3 [/root]
# puppet resource user testuser ensure=present
Error: Could not create user testuser: Execution of '/usr/sbin/useradd -M
testuser' returned 9: useradd: group testuser exists - if you want to add this
user to that group, use -g.

Error: /User[testuser]/ensure: change from absent to present failed: Could not
create user testuser: Execution of '/usr/sbin/useradd -M testuser' returned 9:
useradd: group testuser exists - if you want to add this user to that group,
use -g.

user { 'testuser':
  ensure => 'absent',
}
