The binary of Hiera is looking for /etc/hiera.yaml, wich will be shipped by the package hiera, but Puppet is looking for /etc/puppet/hiera.yaml. I think the package should use the parameter hiera_config = /etc/hiera.yaml at /etc/puppet.conf to make this work for the Hiera binary and Puppet.
