We upgraded to 3.1.0 but still have this problem. Especially when we install the postgresql package with puppet, we get an SQL_ASCII database encoding. As I understand, the specified bug is related to this bug. Thus any python script launched via Single_exec from a puppet recipe will not be able to get the default locale by invoking locale.getdefaultlocale().
