Charlie please take a look at this and figure out the right thing to do -- I 
think Orion's right that it would be great to be the default on systems that 
support it, and I believe the provider confinement system is sophisticated 
enough to support 'default for systems which have a systemctl and are fedora 
greater than or equal to 18' ...

systemd is now the init manager for all maintained versions of Fedora.  It 
should be the default service provider in puppet for Fedora.  Although perhaps 
determining the default provider should be more sophisticated (e.g. by 
detecting the presence of "/bin/systemctl").
