Puppet should not use --include-dependency for gem >= gem 2.0.0-rc2, because 
the switch is not supported anymore.

I have submitted a bug report to gem: 
https://github.com/rubygems/rubygems/issues/446

Should be handled before rubygems 2.0.0 is widely used.
