Issue #19711 has been updated by Charlie Sharpsteen.

Status changed from Investigating to Rejected

Further investigation has confirmed that exec was never designed to handle 
Arrays as input. To address #19713, this situation now results in a clear error 
message. Closing this as "not a bug".

It appears that after #4884, an array passed to the `command` parameter of the 
`exec` type has a meaning, and that is that it gives an executable and a series 
of arguments. But there’s still nothing in the documentation for the exec type 
that says this.
