When the `rubygems-update` version 2.0.3 gem is installed, the gem provider for
package resources fails with invalid arguments.
It seems version 2.0.3 dropped the `--include-dependencies` argument which
puppet passes, causing an error.
I downgraded to `rubygems-update 2.0.0` to resolve the issue. Not sure which
specific version introduced the change.
