Issue #19742 has been updated by James Sweeny.

Another note, the failing test specifically checks that this feature doesn't 
exist. I can't see a good reason for this, but I'm hoping someone knows.

The report processor terminus catches errors generated during report processing 
and only logs them. This is fine for spotting errors when the report is 
processed by the master, but it makes it difficult to call the report processor 
via an API (such as the report face) since you will never know if it failed 
without reading logs.
