Given this crontab
<pre>
# Puppet Name: first
10 * * * * /bin/true
</pre>
the following manifest should add a cronjob, but doesn't
<pre>
$ RUBYLIB=lib puppet apply -e 'cron { "second": command => "/bin/true", ensure
=> present }'
Notice: Finished catalog run in 0.12 seconds
</pre>
I was able to pinpoint the regression to the fix for #16809.
Will add test and try to fix.
