Issue #20168 has been updated by eric sorenson.

Yes this is a byproduct of the upgrade to redmine we did a few weeks back. The 
per-project permissions were defined by a plugin which no longer works. We're 
testing out a solution on a staging server and should have a better answer in a 
few days. For now I've edited your (and a handful of other people who were 
affected) account so you should be set.

(For some reason it only had you as a Reporter on the PuppetDB project, not 
Puppet itself.)
