Currently it does not, mainly because there is an assumption about working with 
tar.gz files.  We'll need to think through how to make tar a prereq for this on 
windows.  I've played around a little with some possible tar implementations on 
windows, but have yet to get any working.  Until then, I've marked the module 
tool tests as failing on windows.  We'll need to have some better error 
messages when using the module tool if we don't find a good fix for this too.
