With package ensure cannot select to install the latest release of a given 
version.

For example, a package with version 1.0.0 and 1.0.1 on the same repo:

package { "package": ensure => "latest" } 
Install the latest release of any of both packages, installs the newer release 
alternating 1.0.0 and 1.0.1

package { "package-1.0.0": ensure => "latest" }
Does not update the package when a new release is present

package { "package": ensure => "1.0.0" }
Tries to identify the version of a package including the release. This 
tipically throws an error like
Error: Could not update: Failed to update to version 1.0.0, got version 
1.0.0-1960.a02d20b instead
