Issue #15791 has been updated by Matthaus Owens.

Released in Puppet 3.2.0-rc1

----------------------------------------
Bug #15791: a single call to fqdn_rand cause future random data to be
deterministic
https://projects.puppetlabs.com/issues/15791#change-89541

* Author: R.I. Pienaar
* Status: Closed
* Priority: High
* Assignee:
* Category: functions
* Target version: 3.2.0
* Affected Puppet version: 3.0.2
* Keywords:
* Branch: https://github.com/puppetlabs/puppet/pull/1539
----------------------------------------
The fqdn_rand function sets a random seed based on the hostname of the current
node in order to get a consistant random number between compiles.

Unfortunately it does not reset the seed which means all further calls to
rand() will also become deterministic between runs.

a possible patch and context
