Issue #18986 has been updated by Matthaus Owens.

Released in Puppet 3.2.0-rc1

----------------------------------------
Bug #18986: puppet on windows cannot display unicode characters correctly
https://projects.puppetlabs.com/issues/18986#change-89561

* Author: Josh Cooper
* Status: Closed
* Priority: Normal
* Assignee:
* Category:
* Target version: 3.2.0
* Affected Puppet version: 2.7.6
* Keywords: windows
* Branch: https://github.com/puppetlabs/puppet/pull/1440
----------------------------------------
The module tool uses box drawing unicode characters to display the dependency
tree. This is not displayed correctly on windows, despite using a truetype font
and a codepage capable of displaying them, e.g. cp437, cp866, etc.
