The windows user provider is broken in ruby 1.9. It's the same issue as #18323, 
and can be fixed as follows:

<pre>buf.unpack('A*')[0]</pre>

Filing this as a separate issue, because there are additional problems that 
prevent non-ascii characters from being used.
