Filing on behalf of a customer:

"We've recently started auto-generating rdocs for our code base.  Since the top 
level index.html always points you to 
file:///tmp/puppetdoc/classes/__site__.html it would be nice to be able to put 
global documentation in here.  This can be done by using a README, however the 
README ends up having to be in /etc/puppet/README, which is somewhat 
conter-intuitive, and in our case outside of our version control system.  (we 
maintain manifests in a repo and modules in seperate repos, /etc/puppet is not 
directly in VCS)

For manifests (and thus __site__) would it be possible to also check for a 
README in /etc/puppet/manifests/?"
