Since the top level index.html always points you to file:///tmp/puppetdoc/classes/__site__.html it would be nice to be able to put global documentation in here. This can be done by using a README, however the README ends up having to be in /etc/puppet/README, which is somewhat conter-intuitive, and in our case outside of our version control system.
