#16451 added support for locating the systemd binary by using the system PATH. 
This change made the systemd service provider work on Arch, but it conflicts 
with the existing init service. Since both the systemd and init service 
providers are both functional Puppet has to pick one default, and it loads the 
init provider first. This means that systemd based services will fail to get 
providers assigned correctly.
