I've seen a number of users run into version mismatch issues between client and 
server, and I recently installed a newer client than server by accident even 
though I know better.  Puppet does not even warn in this situation, it just 
breaks weirdly.  I'd like to request that in a future release Puppet would:
1) Warn on any client-server version mismatch.
2) Have a config option to disallow clients that are newer than the master from 
downloading a catalog.
