We've just installed an agent in Shanghai which has a timezone offset of UTC+8 
and an abbreviation of CST.

The abbreviation clashes with "Central Standard Time" in America. There are 
other abbreviations that are equally ambiguous like BST and EST.

facter should return the UTC offset, either alongside the abbreviation or 
instead of it, to avoid ambiguity.
