Issue #2089 has been updated by Wouter D'Haeseleer.

I'm seeing exactly the same issue here, after a network glitch the agent 
"hangs" waits on a connections which the kernel still sees as established.

My guess is that a read timeout is not honored and therefore we are waiting on 
/proc/sys/net/ipv4/netfilter/ip_conntrack_tcp_timeout_established which is 5 
days.

sometimes i find puppet on nodes stuck. usually it is several nodes together.
they hang there doing "nothing". i restart those in order to get them running 
again.
it seems network glitches are responsible for this behavior.
here is a quick trace(it's the same on all nodes):
